This study presents the results of a paper-based survey conducted at all four branches of the Orange County Public Library System (OCPLS) in North Carolina. The goal of the study was to gauge the adequacy in which OCPLS is bridging the digital divide, defined as gaps in technological access among the American public, as well as offer OCPLS an opportunity to gather feedback on existing policies and services. The collection of this data could have provided OCPLS with justification for its continued funding; however, the response rate was low and it is still unclear whether or not OCPLS is filling technological gaps.
