The Centers for Disease Control and Prevention (CDC) (1999) have identified program evaluation as a priority task for all states calling it an essential organizational practice. Recognizing that tuberculosis elimination is a global health concern, North Carolina's Tuberculosis Control Program is taking this opportunity to measure progress made toward meeting the national objectives and to plan for future TB control needs. Demographic shifts have increased the state's foreign born residents, many of whom are from countries with high endemic rates of tuberculosis.
