Considered to be the modern form of slavery, numerous states have undertaken significant measures to combat human trafficking. Yet, while a majority of states have enacted legislation specifically targeting human trafficking, there has been a discrepancy between law and practice. I argue that central to understanding the variation of governments' human trafficking practices is identifying the overall strength of local human rights organizations. The results of this paper provide support for my argument that the overall strength of local human rights organizations drives governments' human trafficking practices.Master of Art
