English language teaching and learning has been of great concern more than ever before in Vietnam in the last decade. In 2008, the Prime Minister of Vietnam issued Decision number 1400/QD-TTg on the approval of the project “Teaching and Learning Foreign Languages in the National Education System, Period 2008-2020” (Government of Vietnam, 2008) (hereafter referred to as Project 2020).
