Recent Trends of Spectrum Management and Policy Agenda

Recently, United States, United Kingdom and EU are seeking efficient use of scarce spectrum resources under ‘market-based’ spectrum management policy. Spectrum auction, trading and ‘administrative incentive pricing(AIP)’ are regarded as major instruments for recent spectrum management policy. Also usage liberalization and appropriate setup of ‘spectrum usage rights(SUR)’ are prerequisites for the introduction of spectrum trading. Also shared use of spectrum is sought by various methods such as unlicensed and sharing under licensed use. This paper reviews recent spectrum policy trends of major countries and tries to draw some policy recommendations as follows: First, spectrum auction is needed for the efficient spectrum allocation. Second, spectrum usage should be specified in a broad sense to encourage efficient use. Also spectrum usage right should mention the interference limit the user can cause. Third, it is necessary to introduce AIP to promote efficient use of spectrum. Fourth, the allowed ’weak field strength’ should be raised to encompass many wireless applications. Also proper technical standards should be included to wireless facility regulation for the future introduction of CR and UWB technologies
