Recently, United States, United Kingdom and EU are seeking efficient use of scarce spectrum resources under ‘market-based’ spectrum management policy. Spectrum auction, trading and ‘administrative incentive pricing(AIP)’ are regarded as major instruments for recent spectrum management policy. Also usage liberalization and appropriate setup of ‘spectrum usage rights(SUR)’ are prerequisites for the introduction of spectrum trading. Also shared use of spectrum is sought by various methods such as unlicensed and sharing under licensed use.
