Infraestruturas de gestão de dados de pesquisa: proposta de modelo de avaliação

In the current context of changes in the scientific making that puts research data in the vogue as essential inputs to the advancement of science, to promote and develop appropriate systems and skills for data management that are aligned with disciplinary specificities, best practices, international standards and requirements become a complex challenge for global research information infrastructures. Considering the longevity and specificity of the data life cycle that begins before data generation / collection - since its genesis lies in conceptualization and planning - and continues even after the data collections are archived for the long-term preservation it is clear that life cycle procedures are more numerous and complicated than the procedures required for the management of conventional academic journals such as periodicals and books. Thus, in order to ensure effective management of research data collections, the essential requirement is that it be carried out through platforms that ensure technological and managerial infrastructure, long-term economic and political sustainability, and that are capable of providing disciplinary services and a collaborative space for researchers. These systems play a dual role: they are configured as information systems that support researchers in the publication, preservation and dissemination of their own collections of data; and, at the same time, are critical tools for the discovery and access to data collections of other researchers, enabling reuse and promoting interdisciplinary research. Evaluating collaborative data management platforms requires considering a large number of technical, managerial, and organizational parameters. As a contribution to the composition of an evaluation model of collaborative research data platforms, the present work presents a systematization of the main items that must be considered in the generation of metrics that can be applied to these systems. This systematization focuses on the services that can be offered by the data management platforms and classifies the items to be evaluated in four categories: information services, computer services, laboratory services and short-term, political and administrative services. From the systematization and definition of these items it is expected that the work can be useful for understanding the items that must be observed both in the construction of research data management platforms and in the evaluation of already existing platforms
