Les logiques territoriales de l’intercommunalité

International audienceThis paper focuses on the territorial organization of the intercommunality building process. First, we study thediffusion of intercommunality and its factors ; then we analyse the fiscally integrated local structures map,before we explore the question of the scale of these intercommunal pools in relation to the size of thecommunes and of the central places as well. Finally, we identify several intercommunality territorial models.We conclude that the intercommunality building process combines a properly geographical logic referring tothe situation and the characters of the communes, and a political connection logic which has too little regardfor the cooperation area efficiency.S’intéressant aux modalités territoriales de l’intercommunalité, on étudie d’abord la diffusion du faitintercommunal et ses facteurs, avant d’analyser la carte des EPCI fiscalement intégrés, puis d’explorer ladimension des groupements intercommunaux dans ses relations avec la taille des communes et des pôles. Onidentifie alors plusieurs modèles territoriaux d’association intercommunale. L’article permet de conclure quela construction de l’intercommunalité combine une logique proprement géographique renvoyant à la situationet aux caractères des communes et une logique d’appariement politique trop peu soucieuse de lafonctionnalité du territoire de coopération
