AbstractThe key to build the rural well-off society is to actively develop rural human resources and transform the abundant rural human resources into solid human capital. This paper, based on the view angle of departmental benefits, carries out the demonstration analysis of the problems in rural work force training in minority nationality regions in China at present. It is held by the task team that the decentralization of fiscal investment is the immediate cause of these problems while the effects of the departmental benefits are the in-depth cause and the realistic approach to settle the problem is to establish the multi-cooperative training system in the minority nationality regions
