AbstractCriteria are obtained for the localizability of a Noetherian ring at a semiprime ideal S, particularly when S is the nil radical of R. The results are applied to the existence of quotient rings. A decomposition theorem is obtained for certain Noetherian rings which admit Artinian quotient rings
