AbstractExtreme weather events and meteorological disasters frequently occur owing to continuously changing global climate. These abnormal phenomena further cause increasingly serious traffic problems, such as infrastructure damage, traffic congestion, and traffic accidents, which make the road transport system operation vulnerably.
