AbstractThis article focuses on the performance attributes congestion and vulnerability, proposing a conceptual framework based on recent research. We present a case study that allows observing the differences obtained in the ranking of importance of the links of a road network according to each of the two attributes. The differences observed suggest that the exclusive use of congestion indicators to determine performance bottlenecks can lead to misleading solutions
