In this area leading position has missed in recent decades. Russia needs innovative development of all sectors of the national economy to ensure the sustain+nable growth level and quality of life. Innovative component of the development of regional economic systems should be a priority in the state policy. That is written in many prognostic and planning documents of the Russian subjects.
