AbstractThe paper consists of two parts. In Part I necessary and sufficient conditions are given for the inequality of the title to hold (Theorem I). In Part II an application is made to the van der Waerden permanent conjecture which yields a larger class of matrices than known heretofore for which the conjecture holds (Theorem II)
