Strategic issues - Scotland

The Scottish government is looking for planning framework and policies for environmental liabilities and activities through long term spatial strategy for sustainable economic development. The second National Planning Framework (NPF2) has contributed to a safer, smarter, greener, wealthier and fairer region in terms of development management. Scottish Planning Policies (SPP) and the Planning Advice Notes (PAN) caters to community engagement, sustainable development or topic specific policies. The government has also granted new permitted development rights (PDR) for domestic renewables in the Town and Country Planning, with free-standing solar, biomass systems, ground source heat pumps and water source heat pumps. Several policies are also catering to the zero waste Scotland by identifying various statutory and non-statutory measures, whereas Scotland's Environmental And Rural Services (SEARS) deliver services to farmers and other rural land managers bringing together nine agencies, intended to provide a one stop shop to reduce the number of visits
