AbstractIn recent years, organizations have focused on developing human resources and on the management systems that enable them to achieve their strategic goals. The success of such systems is given by organizational culture, philosophy and mentality of people in the organization. The principal aim of our research is to identify human resource practices in public organizations, especially in public administration sector, and the link between them and the financial constraints in our country.
