Over time, since the 19th century, principle provisions on legal action for exceeding authority have been accompanied by much normative formulation. The laws have changed which have in various ways defined legal action for exceeding powers. The evolution of control of the legality of unilateral administrative acts corresponds with other developments of legal action resulting from exceeding powers. Legal action for exceeding powers was not established with the aim of protecting citizens’ rights, but rather to control the actions of public bodies.
