The article is aimed at classifying the systems of scientific and technical activity of higher educational institutions (universities) by various attributes. A classification of such systems is conditioned by necessity of thorough research and carrying out a correct comparative analysis of scientific effectiveness of higher educational institutions. The following basic classification attributes for division of systems are proposed: sectoral orientation of university, number of subjects of both scientific and technical activity, sources of financing of scientific and scientific-technical activity, degree of complexity of the scientific-organizational structure, territorial coverage of the market of the scientific-technical products.
