The Economic and Monetary Union was formed in 1992 and the first 11 states that adopted euro on January 1, 1999 were rated with high quality ratings at that time. In the years that followed other countries have entered the euro area and their ratings were only grade “A” ratings at the time of the euro adoption. But things changed over the years. The financial crises had a very different impact over economic situation for countries of the European Union, inside and outside the euro area.
