PROBLEMS AND TRENDS IN IMPROVING INFRUSTRUCTURAL PROVISION OF RURAL TERRITORIES IN UKRAINE

Introduction. The scientific article has identified the importance of infrastructural provision of Ukrainian rural territories both for the direct development and for development of the national social and economic system. It has underlined predominantly disincentive influence of the modern state of rural infrastructure on the development of Ukrainian rural territories. Purpose. To identify the common problems and to offer ways of their addressing within infrastructural provision of these territories basing on the research of Ukrainian rural territories development. Results. The research has identified main problems of social, productive, institutional and information infrastructure of state rural areas. It has also focused on the ways of their solving taking into account viewpoints of foreign scientists. The article has recommended focusing the ways of infrastructural provision improvement of Ukrainian rural territories on innovation development and implementation. In this case, to increase the efficiency of rebuilding and development of infrastructure in rural territories based on innovation, the author has developed the methodology of evaluation of rural territories infrastructure with the possibility to emphasize both some state areas and these territories in the country in general. While designing this methodology, the data have underlined the necessity to take into account the following issues: incorporation of four components of Ukrainian rural territories infrastructural provision (social, productive, institutional, and information infrastructure) into the research; the allocation of key elements, which form and have sufficient influence on each of four components of Ukrainian rural territories infrastructural provision; usage of qualitative and quantitative data for the estimation; possibility to involve experts for evaluation carrying out; calculation of integral indexes for each selected territories and calculation of the integral index of infrastructural evaluation of the state rural territory that has been selected; calculation of the integral index of the whole rural territories of Ukraine. Conclusions. The results obtained during the research can be used for working out ways to improve the development of Ukrainian rural territories based on the innovation elaboration and implementation to their infrastructural provision
