The Soviet Union was one of the biggest aid donors of the world, but after the collapse of the Soviet Union, Russia became one of the biggest aid recipients. However by the early 2000’s the assistance for Russia started to decrease and Russia began the process to become a donor; as an emerging donor it was necessary to create the legal foundation, the terms and organisms for the international development cooperation. Among those organisms it is Rossotrudnichestvo which is the Russian cooperation agency. In 2014 the Concept of cooperation, which was launched in 2007, had some changes in order to adapt it to the new realities and interests of the country
