The Civil service legislation reform in accordance with European principles is a crucial step in modernisation and Europeanization of public administration in candidate countries for EU membership. For that purpose, European Union has defined a set of basic principles and standards which serve as a model for legislative framework and practice development in order to ensure that public administration functions with sufficient accountability and effectiveness. During the accession process Croatia has been continuously reforming its civil service legislation, but that process has not finished yet.
