This paper analyses the role and authority of the appellate court in Croatian administrative dispute in order to point out the specifities of second instance administrative dispute. Certain issues are raised regarding the interpretation of concepts of reformative court decisions which is one of the primary duties of the appellate court given that it involves an essential prerequisite for allowing appeals against decisions
