BASIS ELEMENTS FOR PROJECT MANAGEMENT MODEL IN THE BRAZILIAN PUBLIC SPHERE: A PROPOSITION

The project management methodology is to restructure the organizational processes in order to gain better control of actions and use of existing resources. The growing popular pressure makes room for the use of these practices in Brazilian public institutions. This study aims to center attention on the basic elements for building a project management model in this sphere. Therefore, we studied the case of the State of Pernambuco. Data collection occurred through the application of the questionnaire, with 68 involved in priority projects, whose analysis was through cluster analysis and multiple linear regression; the second, by conducting semi-structured interviews with 26 individuals from three project teams, with the pragmatic analysis of language. With that are proposed basic elements to optimize the development of project management in the public sector through three pillars: assumptions, conditions and practices
