The focus of this research is directed at identifying the model of integrative urban tourism-based social capital. The governance model used the Pentahelix approach to develop and integrate various actors in the tourism development process. It is strengthened using a social capital and developing tourist destinations approaches. The social capital approach is used to understand the motivation of community behavior in the development and/or development of urban tourism.
