In the light of an upcoming collaborative economy, data culture is constantly introduced in organizations as a value creation source by the information capitalism laws. This article is questioning the European commission’s strategy about open data as an engine of transparent governance. Our study is positioned in the sphere of researches and studies on european institutions open public data as a phenomenon strictly related on EU’s democratic practices. Thierry Vedel’s model of “la ville de verre” is applied on our analysis of the European Union’s Open Data Portal
