This article distinguishes different levels of bi-national interaction on different scales (local, regional, international). This distinction highlights the contradictory processes of interactions since the North-American Free Trade Agreement (NAFTA) came into effect. Therefore, the economic opening has permitted transnational activities while at the same the border contact is closing. After the 09/11, this evolution became more significant and ending the traditional function of opened interface along this border
