El programa «Juntos»: en la intersección del multiculturalismo neoliberal y del indigenismo estatal peruano

The implementation of the conditional cash transfers programs in Latin America took place in the 1980’s and 1990’s where successive financial crises and the effects of neoliberal economic policies exacerbated poverty and inequality. These programs aim to help poor families to break the cycle of poverty and to encourage investment in human capital of children by remittances. In return, they require that families pay particular attention to the health and education of their children. The article discusses about the objectives and conditionalities of the program Juntos established in Peru from two perspectives : the first is the traditional model of integration of indigenous peoples in the peruvian political culture. The latter is the conceptualization of the indigenous condition in the neoliberal multiculturalism. The article notes that the conceptualization of the program and its requirements in health and education can not solely be attributed to a certain type of social innovation within the neoliberal ideology and they take place in the Peruvian political culture. Despite having emerged in different historical contexts, the two selected perspectives of analysis overlap in the conceptualization and implementation of the program. Unlike political discurses advocating change, the particular convergence of all these historical elements in the Peruvian context implies continuity and not change in the integration of indigenous groups
