Using sociological works and two series of studies that we have carried out this article will attempt to define what a small town is. The small towns, in the case of France, are communes (towns) having a limited number of inhabitants. But they are not only that. Under the pressure of exogenic forces, they unrelentingly try to maintain what remains proper to them: their local culture. They thus put forward their territory and history by means of local social groups and reconstruct codes - which are not accessible to everyone
