This article analyses the public housing policies implemented in Chile using the Bruno Jobert theoretical elaboration with regard to the functions of the public policies. From this analysis we draw conclusions upon the life and the associative processes presently generated in the territory of a commune. Two concepts are studied in detail: the social contract and the statute of citizenship
