Through a participatory action-research conducted in the agglomeration of Dreux (Centre-Loire Valley Region of France) while that community was developing its “Territorial and Energy Climate Plan” (PCET), we analyzed the way the consultation process is implemented and the way it determines local climate policies. Semi-structured interviews are leaded during and afterwards the Climate Plan process and a participant observation approach is set. It allows us to describe and assess how the consultation practices are implemented in that urban community.
