In this study, we analyzed the s trategies and the allocation of resources in the Brazilian graduate programs in the Administration, Accounting and Tourism area. The research was supported by theoretical studies related to graduate assessment, CAPES evaluation system, the Higher Education Strategy and works related to the Resource - Based View - RBV. The method exploratory and qualitative study which used a multiple - case research into eight programs evaluated by CAPES in the period 2001 - 2009.
