Combined heat and power production: Socioâ€economic and sustainable development aspects

The paper is based on the study of Lithuania facing the need for huge investments in both the replacement of the Ignalina nuclear power station and the replacement of district heating production units in many of the existing systems. Lithuania has a big technical potential for implementing smallâ€scale combined heat and power production (CHP) systems. Meanwhile, such implementation needs public regulation to become feasible not only from a socioâ€economic, but also from a business economic point of view. The study focuses upon the analysis of methods for the incorporation of technical, economical and environmental considerations into largeâ€scale investment decisionâ€making in the energy sector. The research study could be a guideline for determination of national potential for high efficiency CHP not only from the technical, but both the economical and the environmental point of view. Based upon the results of the study investigation and analysis, areas for improvement in current energy sector investment decisionâ€making processes are highlighted, and areas for further research are recommended. Jau Å¡iandien reikalingos didelÄ—s investicijos centralizuoto Å¡ilumos tiekimo įmonÄ—ms, siekianÄioms atnaujinti Å¡ilumos energijos gamybos įrenginius. Taip pat neiÅ¡vengiamos investicijos Ignalinos atominÄ—je elektrinÄ—je turÄ—tai elektros energijos generavimo galiai bent iÅ¡ dalies kompensuoti. Nepaisant to, kad centralizuoto Å¡ilumos tiekimo sektoriuje akivaizdus mažos galios kogeneracijos techninis potencialas, didesnÄ—s plÄ—tros nÄ—ra. Siekiant pokyÄių, reikia užtikrinti kogeneracijos tikslingumÄ… ne vien tik socialiniu, bet ir verslo ekonomikos požiÅ«riu. Vienas iÅ¡ galimų bÅ«dų yra vieÅ¡as elektros ir Å¡ilumos rinkos reguliavimas. Darbe pateikti Lietuvos energetinÄ—s sistemos analizÄ—s rezultatai. Straipsnyje apibendrinami paplitÄ™ pavieniai analizÄ—s metodai ir plÄ—tojami sisteminÄ—s analizÄ—s principai, galintys susieti techninius, ekonominius ir aplinkosauginius veiksnius. Pabrėžiamas sisteminÄ—s analizÄ— svarbumas priimant sprendimus dÄ—l didelių investicijų energetikos sektoriuje.
