This study investigates the gaps between the Child Friendly Cities (CFC) Policy’s implementation and the experiences of poor children and poor girls in Denpasar and South Jakarta, Indonesia. This study involves 140 participants, 96 children and 46 adult participants and deploys ethnography as the key method. The study finds the gaps between the policy and the poor children’s experience the cities because the voices of poor children have often been overlooked. The notion of ‘ideal child’ has been constructed in Indonesian culture and has influenced the way of the local government recruits the child members for the Children’s Forums
