Immigration is a divisive issue, but it is interesting that it is not one that necessarily falls along partisan lines. Recall when President Bush made common cause with the Democratic majority in the House and the Senate in 2007, and they were unable together to pass comprehensive immigration reform legislation. Why is that? Rudy Giuliani may have had it right: After the failure of the legislation, he said that the problem with the bill was that there was no overarching theme; there was no compelling narrative to the legislation.
