Conflits d'usage liés à l'environnement et réseaux sociaux : Enjeux d'une gestion intégrée? Le cas du littoral du Languedoc-Roussillon

This research aims at understanding the socio-spatial dynamics of conflicts of use related to the environment on the Languedoc-Roussillon coastal areas. Considering and dealing with these opposing forces represent a major step for the legitimacy and the perenniality of integrated management projects for coastal areas. In fact, they are becoming testing grounds for the different types of conflict managment, revealing an emerging environmental mediation. It tends to reduce the level of conflicts by improving the dialogue between disagreeing parties and legitimates the acceptability of the costal areas integrated management's initiatives.Recurrent spatial configurations are emerging as far as the localization of the conflicts of use are concerned. However, the expression and types of regulation used differ between places (lagoons, suburbia, state, county, etc) and conflicts (urban planning, landscape and species preservation and water and waste management). The analysis of their conditions of emergence, their modes of expression and the forms of regulation used at the local scale reveal strong interactions between social networks and spatial dynamics. Should a conflict appears and it upsets the socio-spatial practices and representations. Territorialities are reforming while reshaping the structure and patterns of social networks as well as the evolution of strategies and behaviors who, in turn influence the planning system.Cette recherche vise à comprendre les dynamiques socio-spatiales des conflits d'usage liés à l'environnement sur le littoral du Languedoc-Roussillon. La prise en compte de ces oppositions représente un enjeu majeur pour la légitimité et la pérennité des projets de gestion intégrée des zones côtières. De fait, le littoral apparaît comme un terrain d'expérimentation des modes de gestion des conflits où émerge une médiation environnementale informelle. Celle-ci participe à l'atténuation des conflits en facilitant le dialogue entre les acteurs, favorisant l'acceptation des initiatives de gestion intégrée des zones côtières. On observe que des configurations spatiales récurrentes apparaissent quant à la localisation des conflits d'usage. Cependant, le mode d'expression et les formes de régulation diffèrent selon les types de territoires (lagunes, zones périurbaines, départements, communes, etc.) et les types de conflits (urbanisation et aménagements, protection des espaces et des espèces et gestion de l'eau et des déchets). L'analyse des conditions d'émergence, des modes d'expression et des formes de régulation à une échelle locale révèle les interactions fortes entre les réseaux d'acteurs et les mutations spatiales. L'apparition d'un conflit bouleverse les pratiques et les représentations socio-spatiales. Les territorialités se redessinent et participent d'une part à la restructuration des réseaux d'acteurs, et d'autre part à l'évolution des stratégies et des comportements des acteurs qui influencent en retour l'organisation du territoire
