De l'Arc à l'espace atlantique européen. Réflexions méthodologiques à propos d'un territoire en construction.

The Atlantic Arc officially appeared in 1990 pennies the impulse of some individuals in reaction to the European vision of the time which tended to announce the periphericity of the european atlantic territories. Taking support on the emergent framework of community expression, the areas of the Atlantic frontage became a heart of exchanges and co-operations. The recognition through the European Spatial Development Perspective (ESDP) in 1999 of a transnational area of interest, Atlantic Area, makes tip over of the incantation in the reality. Joined together around the concept of maritimity, is the Atlantic Area making actually a territory ? The methodological tool and the concept of socio-spatial formation organize the approach of this problematic. Visible infrastructure and underlying superstructure, the object of study is questioned by his capacity to be a maritime frontage despite the obvious heterogeneity. The territorial diagnosis and regional profiles, the distribution and the function of the toponym Atlantic, sets of institutional actors and cooperation are the preferred inputs to understand the possible pattern of Atlantic territory. In addition, this work involved the planning prospects of the European area in macro-territories intended to strengthen it.L'Arc Atlantique est apparu officiellement en 1990 sous l'impulsion de quelques individus en réaction à la vision européenne de l'époque qui tendait à signaler la périphéricité des territoires atlantiques européens. Prenant appui sur le cadre d'expression communautaire émergent, les régions de la façade atlantique sont devenues un foyer d'échanges et de coopérations. La reconnaissance à travers le Schéma de Développement de l'Espace Communautaire (SDEC) en 1999 d'une zone transnationale d'intérêt, l'Espace atlantique, fait basculer l'incantation vers la réalité. Réuni autour de la notion de maritimité, l'Espace atlantique forme-t-il pour autant un territoire ? L'outil méthodologique et le concept de formation socio-spatiale organise l'approche de cette problématique. Infrastructure visible et superstructure sous-jacente, l'objet d'étude est questionné par sa capacité à être une façade maritime malgré une hétérogénéité évidente. Le diagnostic territorial et les profils régionaux, la distribution et la fonction du toponyme atlantique, les jeux d'acteurs institutionnels et de coopérations sont les entrées privilégiées pour appréhender l'éventuelle trame d'un territoire atlantique. Au-delà, ce travail participe aux perspectives d'aménagement de l'espace européen en macro-territoires destinés à le consolider
