The study was involved with the decision-making behavior of a group of professionals and interested laymen in the field of natural resources. The study measured their frame of reference concerning a basic policy problem: the man-nature interaction. Systems models were developed to represent the mannature interaction, and the respondents' decision-making. The frame of reference was represented by a culture-nature interaction continuum. An attitude continuum developed with Louis Guttman's Scalogram analysis was used to make the frame of reference continuum operational.
