Poverty is one of the most crucial problems that hit most of the developed countries include Indonesia. Although the percentage of poverty in Indonesia decreases from year to year, the decline is still slow. Java islands as one of the highest populations in Indonesia and as one of the national economic centers, but there are still many people who live by poverty. Various efforts have been made by the government in overcoming the problem of poverty. One of these effort made by the government is budgeting General Allocation Grants and Social Expenditure Budgeted assited by Local Government Revenue. Based on the results of research conducted in districts and cities on the island of Java in 2017, local government revenue affect social spending budgeted, general allocation grants have no effect on social spending budgeted and the number of poverty people does not affect social spending budgeted
