La mayoría de estados han realizado grandes inversiones para incluir la tecnología en la sociedad, en particular para integrar el uso tic en el ámbito educativo. Pese a estas inversiones, son pocos los esfuerzos que se han realizado para evaluar el efecto de estas medidas a través de indicadores pertinentes. La investigación realizada se orientó hacia el diseño de un modelo de evaluación de programas enfocados al uso de las TIC en la región Bogotá /Cundinamarca Colombia.
