Urban governments need to take actions to reduce disaster risks and incorporate climate resilience into their development strategies and plans. But most local governments, particularly small- and medium-sized cities in the global South, lack the knowledge and capacity to do so. This paper presents the findings from a project that engaged local governments and other key stakeholders to develop a participatory planning process for climate resilient and inclusive urban development.
