PENEGAKAN HUKUM TERHADAP PEREDARAN NARKOTIKA (STUDI KASUS DI KABUPATEN SIDOARJO)

In Sidoarjo, cases of drugs and the total of drug dealers are decreased. But the total of narcotis that found are increased. This number shows that narcotis haven’t gone at all. This study takes the formulation of the problem that are first, what are the factors that encourage drug circulation and what kind of efforts that agency and peoples will and already take to overcome the drug circulation in Sidoarjo. This is research is using a an empirical yuridical method. The primary data sources are taken from the field and secondary data sources are collected from books and journals about narcotics and Law of The Republic of Indonesia Number 35 year 2009 about Narcotics. The data collection technique is in the form of interviews with Polresta Sidoarjo and BNNK Sidoarjo. Then the research data were analyzed using descriptive qualitative kind of technique. Based on the interview’s result, the data obtained the factors that encourage drug circulation are : lack of legal culture in society, the drug dealer who become smarter than before, lack of supervision of surrounding environment. In conclusion, communities have not been fully active in monitoring narcotics circulation. There are legal efforts that community, Polresta Sidoarjo and BNNK Sidoarjo do, such as counseling about drugs, the Police Teaching, and anti drug campaign. As recommendation, it is very important to increase supervision of the surrounding environment
