This thesis first discusses economic planning from a general standpoint of view. Then economic planning in relation to economic systems is evaluated, followed by a discussion of the type of government, and the type of economic planning existing in Norway and Soviet Russia. Short, and long range planning of consumption and investment in Norway and Soviet Russia are analyzed and evaluated with specific emphasis on the differences between the economic decision making process of both countries. A separate chapter is devoted to financial planning in both countries, since it is necessary to make a distinction between planning for the total output of real goods and services, and the planning for the flow of private and public expenditures.
