La dynamique des changements à long terme

National audienceThis article examines the organizational dynamics of French manufacturing firms over a period of nearly twenty years (1988-2006). The authors draw on three waves of an employer-level statistical survey based on representative samples of over 2,000 firms with 50 employees or more. The objective is two-fold: to find out how changes can be measured consistently and relevantly at several dates, and to gain insight on organizational changes in the long term. Changes are measured in three different ways, that is, in terms of: the diffusion of management tools and information technologies; the transformation of organizational structures; and the evolution of synthetic indicators. The results show first a distinct deceleration of the dynamics of change in manufacturing firms at the turn of the millennium, compared to the 1990s. Secondly, firms' capacity to absorb new managerial tools and to change the parameters of their organizational structure at the beginning of the period seems to have contributed to their longevity. Finally, changes in the use of management tools and in the parameters of organizational structure were slower and more gradual than changes in the use of information technology tools, which tend to be both rapid and irreversible.Cet article examine la dynamique organisationnelle des entreprises industrielles françaises sur une période d'une vingtaine d'année (1988-2006) en mobilisant trois vagues d'une enquête statistique représentative auprès des employeurs s'appuyant sur des échantillons de plus de deux mille entreprises de 50 salariés et plus. Deux enjeux sont centraux : identifier le moyen de mesurer les changements à plusieurs dates de manière homogène et pertinente et comprendre comment le changement des organisations s'inscrit dans le temps. On mesure les changements de trois façons différentes : par la diffusion des outils de gestion et informatiques, par les transformations des structures organisationnelles et par les évolutions d'indicateurs synthétiques. On observe tout d'abord un ralentissement net de la dynamique de changements des entreprises industrielles au tournant du millénaire comparé aux années 1990. Par ailleurs, la capacité à absorber de nouveaux outils managériaux et à faire évoluer les paramètres de structure organisationnelle en début de période semble avoir contribué à la pérennité des entreprises. Enfin, l'évolution de l'usage des outils de gestion et des paramètres de structure organisationnelle sont plus lents et plus graduels que l'évolution de l'usage des outils informatiques qui sont à la fois rapides et irréversibles
