Organización y funcionamiento del consejo nacional de bioética de colombia, desde la visión global

The present research was to uncover the fundamentals that should underpin the Organization and functioning of the National Bioethics Council of Colombia, from the overview given by Potter (1998). Bioethics as a discipline began in the year 1971, being conceived from a new epistemology of ethics, which addresses the complexity of life from the ecological vision of nature, and where the human interacts with other living beings that comprise it, while building bridges between the natural sciences and the humanities. In the course of time, these initial foundations were disrupted in a medical bioethics, forgetting about the concepts related to nature. At present, the climate crisis forces retake the comprehensive worldview given by Potter, requiring that this permeates the organizational structures of the most important institutions in the field, such as the Councils, Committees or National Bioethics Commissions, particularly National Bioethics Council of Colombia. The research carried out under postpositivism contexts, uses analog-iconic hermeneutics to interpret the information that emerges from the discourse of the key informants and the texts analyzed, as noted by Miguel Martinez (2000) and Strauss and Corbin (2004). The literature review allowed to build a picture of the current reality of the national councils (committees, commissions) Bioethics in Latin America and Colombia; information was contrasted by the three informants who took part in the research. The findings support the view that the structures of the National Bioethics Council of Colombia, are vital to building a science to life, from an ethical and legal perspective.La presente investigación tuvo como propósito develar los fundamentos que deben sustentar la organización y funcionamiento del Consejo Nacional de Bioética de Colombia, CNB, desde la visión global propuesta por Potter (1998). La Bioética como disciplina, tuvo su inicio en el año 1971, siendo concebida desde una nueva epistemología de la ética, que atiende la complejidad de la vida desde la visión ecosistémica de la Naturaleza, y donde el ser humano se interrelaciona con el resto de los seres vivos que la conforman, al tiempo que tiende puentes entre las ciencias naturales y las humanidades. En el devenir del tiempo, esos fundamentos iniciales fueron trastocados en una bioética médica, dejando en el olvido los conceptos referidos a la Naturaleza. En el presente, la crisis climática obliga a retomar la cosmovisión integral propuesta por Potter, siendo necesario que esta impregne las estructuras organizacionales de las instituciones de mayor relevancia en la materia, como lo son los Consejos, Comités o Comisiones Nacionales de Bioética, particularmente el Consejo Nacional de Bioética de Colombia. La Investigación realizada bajo contextos del pospositivismo, se vale de la hermenéutica analógica-icónica para interpretar la información que emerge del discurso de los informantes clave y de los textos analizados, tal como lo señalan Martínez (2000) y Strauss y Corbin (2004). La revisión documental permitió construir un panorama de la realidad actual de los Consejos (Comités, Comisiones) nacionales de Bioética en América Latina y Colombia, información que fue contrastada por los tres informantes que formaron parte de la Investigación. Los hallazgos permiten sostener que las estructuras del Consejo Nacional de Bioética de Colombia, son vitales para la construcción de una ciencia para la vida, desde una perspectiva ético-jurídica
