El poder nacional y su inconveniencia política

the political constitution of colombia contemplates in its text only two powers in the state, the first one, the sovereign power of the people, and the other one, derived from the first, the public power recognized under its three branches: legislative, executive and judicial, where the executive collects the administrative organization of the state with a feature of functionality, as for an example, the defense of the country corresponds to the ministry of defense through the actions of its military forces. in the state organization, like that which governed until year 1991, sovereignty was exercised by the state, an active subject of the norms and, therefore, its beneficiary. in contrast, in the present social state of law or rule of law, people were raised as active subjects and beneficiaries, while the state became an obligated or passive subject. in the case of national defense, this became the responsibility of the state towards its citizens, a criterion of notable significance in the transformation of the notions of power in all its forms, since, in relation to defense, national power is not anymore the sum of all the capacities of the citizens, but only that of those who freely engage in its realization. the same relationship occurs with the so-called economic, political or psychosocial power of the nation, since it is not a total part of the power of the nation due to factors such as globalization that affect power from abroad, as does pluralism in the interior. whatever the position assumed by the citizen, it is up to the state to determine the elements with which it responds to the needs and, in the case of national defense, it must accept that the power differs from the potential, that everything is not available and that its policies towards the military forces must adjust to these new realities, so that the military plans are in accordance with the measure of the political and administrative capacity of the state.la constitución política de colombia contempla en su texto solo dos poderes en el estado, el primero, el poder soberano del pueblo, el otro, derivado del primero, el poder público, reconocido en sus tres ramas: legislativa, ejecutiva y judicial, donde el ejecutivo recoge la organización administrativa del estado con una característica de funcionalidad, así; por ejemplo, la defensa del país le corresponde al ministerio de defensa mediante el accionar de sus fuerzas militares. en la organización estatal, como aquella que rigió hasta 1991, la soberanía era ejercida por el estado, sujeto activo de las normas y, por ende, su beneficiario. en contraste, en el presente estado social de derecho se erigió a las personas como sujetos activos y beneficiarios, mientras que el estado se constituyó en un sujeto obligado o pasivo. para el caso de la defensa nacional, esta pasó a ser responsabilidad del estado para con sus ciudadanos, criterio de notable significación en la transformación de las nociones de poder en todas sus formas, puesto que, en relación con la defensa, el poder nacional ya no es la suma de todas las capacidades de los ciudadanos, sino solamente la de aquellos que libremente se comprometan en su realización. igual relación ocurre con el llamado poder económico, político o sicosocial de la nación, ya que no hace parte total del poder nación, por factores como la globalización que afectan al poder desde el exterior, al igual que lo hace el pluralismo en el interior. cualquiera que sea la posición asumida por el ciudadano, corresponde al estado determinar los elementos con los cuales dé respuesta a las necesidades y, en el caso de la defensa nacional, deberá aceptar que el poder difiere del potencial, que todo no está disponible y que sus políticas hacia las fuerzas militares deben ajustarse a estas nuevas realidades, para que los planes militares estén de acuerdo con la medida de la capacidad política y administrativa del estado
