Impacto de la universidad en la sociedad

This paper aims to share the Colombian experience regarding the financing of higher education institutions (Universities) and their effect on their governance for the effective fulfillment of their mission, given their nature as a public good in the service of territorial development. Itbegins with a description of the financing structure of Higher Education Institutions in Colombia, their characterization, financing mechanisms, sources of income and expenditure, and impact, taking into account results in quality, research (researchers, groups, publications, projects), social progress and competitiveness, with data from the National Information System for Higher Education (SNIES) of the Ministry of National Education, Colciencias, DANE, Private Competitiveness Council, Colombia CompraEficiente, the Colombian Observatory of Science and Technology (OCYT) and the Network of Indicators of Ibero-American and Inter-American Science and Technology (RICYT), the Social Progress Index (IPS) published annually by the Social Progress Imperative and the Global Competitiveness Index developed by the World Economic Forum. Based on the above, the paper analyzes some of the problems faced by the current financing model of higher education institutions in Colombia, especially public ones, that could explain, from its financing and autonomy, the system´scurrent fragility which has prevented them from fully assuming their leadership role in the transformation of the regions and the nation.El presente trabajo pretende compartir la experiencia colombiana con relación a la financiación de las instituciones de educación superior (Universidades) y sus implicaciones en cuanto a la gobernabilidad de las mismas para el cumplimiento eficaz de su misión, dada su naturaleza de bien publico al servicio del desarrollo territorial. Se parte de una descripción de la actual estructura de financiación de las instituciones de educación superior en Colombia, su caracterización, mecanismos de financiación, fuentes de ingresos y gastos, e impacto, teniendo en cuenta resultados en calidad, investigación (investigadores, grupos, publicaciones, proyectos), progreso social y competitividad,Indice de desarrollo humano e Indice Global de Competitividad, con cifras y datos del Sistema Nacional de Información de la Educación Superior-SNIES del Ministerio de Educación Nacional, Colciencias, DANE, Consejo Privado de Competitividad, Colombia Compra Eficiente, el Observatorio Colombiano de Ciencia y Tecnología (OCYT),y la Red de Indicadores de Ciencia y Tecnología Iberoamericana e Interamericana (RICYT) , el Indice de Progreso Social “IPS”, publicado anualmente por el Social Progress Imperative y el Indice Competitividad Global desarrollado por el Foro Económico Mundial. PNUD, IndiceGobal de Competitividad. Con base en lo anterior, se analizan algunos de los problemas nodales a que se enfrenta el modelo actual de financiación de las instituciones de educación superior en Colombia, especialmente las publicas, que ayudan a explicar, desde la financiación y la autonomía, la fragilidad del sistema impidiéndoles asumir a plenitud el rol de liderazgo que les compete para la transformación de las regiones y la nación
