Public policies are related to what and how to make from the State and its study is conceived of as a methodology of social research, applied to the analysis of the concrete activity of public authorities. The suppression and liquidation of TELECOM and the creation of the new company, COLTEL, as a limited company, can be considered as the first stage of the public policy of privatization of the most important Colombian telecommunications company, on the part of the government of Álvaro Uribe. The «Understanding Memorandum» Telmex-TELECOM constituted the beginning of the second stage of its implementation, which goes on with a public offer, called «Cuarto de datos» («Room of Data»).Las políticas públicas se relacionan con el qué y el cómo hacer del Estado y, su estudio se concibe como una metodología de la investigación social aplicada al análisis de la actividad concreta de las autoridades públicas. La supresión y liquidación de TELECOM y la creación de la nueva empresa, COLTEL, como una sociedad anónima, es la primera fase de la política pública de privatización de la empresa de telecomunicaciones más importante de Colombia por parte del Gobierno de Álvaro Uribe. El “Memorando de entendimiento” Telmex-TELECOM, constituye el inicio de la segunda fase de su implementación, que continúa con una oferta pública, llamada “Cuarto de Datos”
