I meccanismi di governance nelle collaborazioni formali tra pubblico e privato in sanità

Recently, many organizations in public health have established partnerships with private-sector organizations (PPPs), creating alliances, coalitions, consortia and other partnerships. PPPs are often seen as offering an innovative method with a good chance of producing the desired outcomes in terms of efficiency and effectiveness. But these partnerships also bring their own problems and controversies, especially with respect their governance. The aim of this paper is to identify relations among governance models and perfomance of formal PPPs. Based on an analysis of Italian PPP projects, this paper discusses the distinct characteristics of these public-private relationships, and their mechanisms of corporate governance with a special focus on the relationship among stakeholders and management. This includes a critical analysis of (i) partners’ decision making and control power and (ii) management automony relate to the complex web of accountability emerging from PPP schemes. Furthermore, it includes a discussion of how to improve the corporate governance of these particular PPP schemes
