The purpose of this paper is to consider the strategies for university-community partnership through analyzing the measures for the urban revitalization in the United States. The results of this study are as follows. (1) There is a deep-rooted problem of power imbalance between university and community. (2) For the purpose of conquering power imbalance, university and community must become equal partners sharing the process of decision-making about community development. (3) From the viewpoint of community service, it is essential for the university not to offer the very results of researches (universal knowledges), but to endeavor to transform them into community -oriented knowledges.
