This article deals with two legal norms, which are established in the Constitution of the Republic of Lithuania (hereinafter - the Constitution): "The law shall establish the procedure for compensating" (Art. 30) and "The scope of powers shall be defined by the Constitution" (Art. 5). The purpose of the article - to analyze a duty of State institutions to establish the the procedure for compensating and duty of the state institutions to compensate for the material and moral damage according established procedure.
